IF you can't read it: (Plus additional notes)

STEP UNO: Fill in your base color
STEP TWO: Add shading! With brush tool, add shading. Then go over it with pen tool.
STEP THREE: Using the airbrush tool, add dark shading (preferably same color as the eyelash) at the very top of the eye
STEP FOUR: Using luminosity setting, add fat specs of light at the bottom of the light. Lower opacity, and then still on luminosity, add skinnier specs of light in the same place. Note: Do no cover the fat specs of light with the skinny specs
STEP FIVE: Using the color of the eyelash, make the pupil. Using blur tool 2, blur ONLY the top into the middle slightly. Not the whole thing.
STEP SIX: On luminosity setting, make a big circle where the light source is coming from.(Use a color brighter than your base color) Lower opacity IF NEEDED.
STEP SEVEN: With luminosity, make several dots with a color brighter than your base color. SMALL DOTS preferably at the top of the eye. Then add your sparkly! You can make it a heart, a star, a circle, anything you want. Be creative!
STEP EIGHT: Using luminosity with an airbrush, use your base color to shade the eyelashes. Blur more if needed. Then using your base color just add 1 or 2 dots at the edge of the eyelash.

Depending on the version of Sai you have, the settings might be different
